The Gold Coast Health Plan is using its reserves to provide money over three years to providers and programs across the county in a new effort aimed at improving access to care for people covered by Medi-Cal. Gold Coast is the public entity that administers Medi-Cal for more than 240,000 low-income people across the county. It's tax funded and operates on a budget of more than $1 billion a year. Youth arrested in connection with string of crimes in Thousand Oaks, elsewhere

CHP Officer Ryan Ayers said the Freightliner semitractor-trailer had been headed eastbound on the highway. As the driver, a man about 40 years old, approached a curve near Grimes Canyon Road, he allowed the rig to run onto the right shoulder, Ayers said, then overcorrected, swinging around on the roadway. Both the tractor and trailer overturned. The accident initially blocked all lanes, the CHP reported. No injuries were reported and no other vehicles were involved, Ayers said.
